Yes! That’s absolutely the case. Prize winners owe taxes on prizes won in ALL raffles, not just ours. And it’s big bucks when the prizes are expensive. Here’s how much money is involved. And, keep reading if you want to know why.

Because the tax burden on the Grand Prize, Second Prize, and Mini Prize winners would be significant, we pay the U.S. and Massachusetts withholding tax on your behalf so you don’t have to pay thousands of dollars before receiving your prize.
Grand Prize — Your choice of any new fully electric vehicle— or two! — from any manufacturer for sale in the U.S. direct or from an authorized dealer that can be delivered before June 30, 2027 (up to a maximum of $120,000 including delivery and documentation fees).
Second Prize — Your choice of any new fully electric vehicle from any manufacturer for sale in the U.S. direct or from an authorized dealer that can be delivered before June 30, 2027 (with a value for the vehicle of up to a maximum of $35,000 including delivery and documentation fees).
Early Bird Prize — the prize payout is $10,000
Winner responsible for taxes on prize
Mini Raffle Prize — Your choice of any new fully electric vehicle from any manufacturer for sale in the U.S. direct or from an authorized dealer that can be delivered before June 30, 2027 (with a value for the vehicle of up to a maximum of $50,000 including delivery and documentation fees).
When you win a raffle prize, U.S. law treats it as income. For prizes over $5,000, the sponsoring organization is required to withhold taxes and remit them to the IRS, which typically means the winner has to send the organization cash before receiving their prize. For a Grand Prize EV worth up to $120,000, that would be $30,000 upfront! For the Mini Prize, over $20,000! We don’t think winning a prize should come with strings attached so we make the tax payments part of the prize itself.
Massachusetts adds another layer of complexity: because Climate XChange is based here, the Commonwealth treats our prizes as Massachusetts-derived income, which is taxable at 5%. That’s over $6,000 for the Grand Prize and $2,250 for the Mini Raffle Prize. Of course, we cover that, too.
Here’s where things get complicated: when we pay taxes on your behalf, the IRS treats those payments as additional income to you, which means we have to pay taxes on the taxes! Then Massachusetts wants a cut of that. Then the IRS wants a cut of what we paid Massachusetts. This cycle continues until the amounts become negligible, which is why we end up paying 33.33% to the IRS rather than the standard 25%, plus the Massachusetts 5%, plus a few more rounds of back-and-forth. The math is dizzying, but the bottom line is simple: you don’t owe anything to the IRS or Massachusetts Department of Revenue on your prize.
All other taxes, fees, surcharges, or excises whether from your state, locality, or anywhere else, are the winner’s responsibility.

All ticket sales are final.
After purchasing, you’ll receive an electronic receipt by email with a link to sign and download your ticket PDF. If you opted to receive text notifications, you’ll also receive a text with the same link.
To download your ticket, you’ll be asked to sign it by entering your initials. This simply lets us know that you received the ticket. Don’t worry if you don’t sign or download your ticket: your stub will still be entered into the drawing and you’ll still be eligible to win!
We’ll print all ticket stubs and enter them into the drawing. The ticket and attached stub already include the signature of an authorized representative of Climate XChange.
You must be 18 years or older to purchase a raffle ticket or to be the beneficiary of a ticket.
The raffle is not available for purchase while located in Alabama, Arkansas, California, Hawaii, New York, Utah, and Washington.
The ticket purchaser — and beneficiary, if the beneficiary is not the same as the purchaser — must also be citizens of the United States or legal residents.
Climate XChange’s staff members and their families, as well as board members and any paid partners in Climate XChange’s work are not eligible to purchase a ticket.
The ticket’s stub will be entered into the drawing and will be eligible for all prizes listed on the ticket. For the Luxury Raffle, we will draw the Grand and Second Prizes, in that order, and announce them in reverse order from Second to Grand Prize. If the stub is drawn for a prize, it will not be re-entered into the drawing and therefore will not be eligible for additional prizes. The Mini Raffle Drawing contains one prize, which will be drawn before the Luxury Raffle Prizes.
If a Luxury Raffle ticket is purchased in the first seven weeks of the Raffle (by 11:59pm ET on October 29, 2026), it will be entered in an Early Bird Drawing to take place on October 30, 2026, where the winner will receive $10,000. All tickets, including the winning ticket of the Early Bird Drawing, will be entered in the final Luxury Raffle Drawing for our Grand Prize and Second Prize.

Climate XChange does not have the option to mail raffle tickets via U.S. Mail and will not do so. It is against federal law to send a raffle ticket through the U.S. Mail (see 18 U.S.C. Section 1302), so please don’t.
You’ve won the Luxury Raffle or Mini Raffle Prizes! Here’s what happens next.
On the day of the drawing, we’ll reach out using the contact information you supplied when purchasing your raffle ticket. This will be by phone, email, and if needed, Certified U.S. Mail. We’ll keep trying for up to 90 days. After that, unclaimed prizes are considered forfeited..
To claim your prize, you’ll need to confirm your identity with a government-issued photo ID, such as a Driver’s License or a Passport. Your name must match the name on your ticket.
Once we’ve verified your identity, you’ll need to provide:
We’ll issue a Form W-2G to you at the appropriate time and report your win to the IRS as required by law. For any prizes where we have promised to pay withholding tax payments on your behalf, we’ll handle all the necessary filings and payments on your behalf. See IRS Notice 1340.
By entering the raffle, you also consent to Climate XChange using your name, likeness, and state in our celebration and promotion of this raffle — online, offline, and in future raffles.
The Grand Prize, Second Prize, or Mini Prize winner may opt for an Alternate All-Cash Prize in place of a vehicle. See the Prize Details for amounts and Legal Details for conditions.
You can choose from a wide selection of new, fully electric vehicles currently available for sale in the U.S, whether its built-to-order directly from a manufacturer or from a dealer’s inventory. Once you have finalized your order, we’ll pay the manufacturer or dealer directly.
Your vehicle will be built or sourced from inventory, and it will be delivered in the company’s standard timeframes. Delivery must be completed before the end of our fiscal year on June 30, 2027.
Want a vehicle that exceeds a prize’s value? You’re welcome to add your own money to cover the difference. Climate XChange’s maximum payment is $180,000 for the Grand Prize, $52,500 for the Second Prize, and $75,000 for the Mini Prize.

Luxury Raffle tickets will be sold up to the maximum of 5,000 valid tickets. Ticket sales will cease as soon as the maximum is reached or the sales period expires.
Mini Raffle tickets will be sold up to the maximum of 4,000 valid tickets. Ticket sales will cease as soon as the maximum is reached or the sales period expires. Mini Raffle tickets are not eligible for Early Bird Drawing.

Luxury Raffle ticket sales will no longer be entered into our Early Bird Drawing for $10,000 after October 29th.
All Luxury Raffle tickets sold through October 29, 2026 will be entered into our Early Bird Drawing. Our winner will be selected randomly by our auditors and notified by phone and email. The drawing will not be livestreamed, but all ticket buyers will be notified by email about the results of the drawing. Results will also be displayed on CarbonRaffle.org. All tickets, including the Early Bird Prize winner’s, will be entered into our December Drawing.
Ticket sales end December 7, 2026, at 11:59pm ET, unless sales end earlier due to reaching the maximum number of valid tickets to be sold. If tickets remain unsold after December 7, Climate XChange reserves the right to extend sales until Wednesday, December 9, 2026 at 8:00pm ET.

The Climate XChange Annual EV and Mini Raffle Drawing will be conducted at 3pm ET (the livestream will begin at 2:00pm showing all tickets being loaded into the raffle drum, but the actual drawing of the tickets will take place at 3:00pm) at Climate XChange’s office, located at:

The Drawing will be livestreamed; instructions for locating and joining the stream will be published on CarbonRaffle.org and emailed to all ticket buyers a few days before the Drawing is held.
